Description: To assist the service manager in leading, managing, delivering and developing the Strategy and sustainability service in a manner consistent with the Council's aims and policies and the professional standards falling within the scope of the Planning and Economic Development Service.

The post holder will be specifically responsible for managing the Planning Policy and Environment team. This includes responsibility for producing the statutory development plan for the Borough and any other planning related documents as well as assessing the environmental impact of Executive reports, the day to day management of technical staff and where appropriate appointing and managing consultants.. The post holder will also oversee the operation of the Councils role as the Lead Local Flood Authority and ensure that its statutory responsibilities are met.

The Post holder will assist the service manager in the delivery of the Strategy and Sustainability service and represent the Council at external meetings as required

Essential Experience

Substantial experience of operating statutory planning procedures

Substantial understanding of a range of planning legislation with In-depth experience of developing and leading successful strategies/plans/initiatives/

policies in relation to Development Planning issues.

Experience of managing a team of professional and technical staff and of inter-disciplinary project working.

Skills & Abilities required

Excellent communication and interpersonal skills: able to deal with all levels of staff tactfully and sensitively and able to influence key decision makers internal and external to the council, securing support and commitment to a course of action or different way of thinking

Able to present complex information clearly and concisely to a range of audiences at various forums and public meetings and able to facilitate public discussions constructively.

•Able to work to achieve conflicting work demands, deadlines and targets
•Able to develop and maintain new networks and partnerships, working with other public and private organisations
•strong mediation and negotiation skills
•Able to write clear and concise reports dealing with complex issues
•Demonstrable skills of using PC based applications, including Word, Excel and Access [or equivalents]

Working 37 Hours per week
